Administration and Finance
Group: |
|
|
|
Finance and
Administration Group seeks to attain utmost efficiency in the
utilization of the SFD financial and human resources and the
provision of distinguished services for the Fund’s clients thanks
to a network of regional offices stretching throughout Egypt’s
governorates. To achieve this, the Group applies a high quality
information system. |
|
|
|
The Group encompasses
four principle sectors charged with the following
responsibilities: |

1. |
|
Financial Affairs and
Operations Sector: |
|
|
|
|
Main Functions: |
|
|
|
* |
Developing financial
policies and systems in conformity with the SFD by-laws and the
requirements of governmental and international authorities dealing
with SFD according to transparency and international
accountability standards, and preparing periodical financial
reports and closing accounts, |
|
|
|
* |
Consolidating
confidence with donor agencies through fulfilling the SFD
contractual obligations and elaborating censorship reports to
monitor the actual implementation of donor requirements, |
|
|
|
* |
Utilizing and
monitoring SFD funds in cooperation with the different banks and
intermediaries and in accordance with the accredited policies for
investing these funds and collecting due amounts from intermediary
agencies, |
|
|
|
* |
Organizing and
monitoring procurement and service contractual procedures for all
the SFD funded projects and concluding public service contracts
and administrating internal procurement activities, |
|
|
|
* |
Managing a general,
integrated and updated information system that covers the SFD
needs and requirements through a communication network, and a data
base, as well as various computers and software programs for all
the Fund’s activities. |
|

Treasury Affairs
Sector: |
|
|
|

Main Functions: |

|

Achieving optimal
economic returns on the use of SFD funds within the framework of
its social role and reducing financial risks, |
|
|
|
* |
Striking a balance
between the quality and value of the SFD financial sources and
their utilization, |
|
|
|
* |
Developing and
innovating the appropriate fund provision techniques for SFD
activities, |
|
|
|
* |
Investing cash surplus
in tertiary risk fields. |

|
3. |

Human Resource
Sector: |
|
|
|
|
Main Functions: |
|
|
|
* |
This Sector aims at
achieving an effective performance in human resource development
through: |
|
|
|
* |
Designing
organizational structure and job descriptions for all the SFD
staff to ensure a quick accomplishment of the assigned duties, |
|
|
|
* |
Recruiting high
caliber professionals in the SFD different vacancies so that a
fair opportunity is granted to efficient applicants to contribute
effectively to the attainment of the Fund’s objectives, |
|
|
|
* |
Developing efficient
programs and systems to upgrade and motivate SFD employees, |
|
|
|
* |
Developing a fair
system to measure the employees’ performance efficiency level for
a transparent and neutral periodic performance evaluation. |
|

4. |
|
Administrative Affairs
and Regional Offices Sector: |
|
|
|
|
Main Functions: |
|
|
|
* |
Reaching an effective
level in procurement operations to facilitate the Fund’s
activities and create an appropriate and sound working conditions, |
|
|
|
* |
Satisfying the
requirements of the SFD organizational units in due time in order
to realize the planned objectives as accurately as possible, |
|
|
|
* |
Administrating a
28-regional office network covering all Egypt’s governorates and
coordinating their major activities and those of the Fund’s
technical institutions and administrative support departments to
reach the target groups within the geographical location of each
office apart as well as monitoring the Fund supported activities
inside these governorates. |

Internal Audit
Group |
|
|
|
Main Functions: |
|
|
|
|
Auditing all SFD
activities by virtue of several specialized sectors governed by
two major axes: external to ensure that work procedures are
accurate and comply with agreements concluded with donors, and
internal to serve the target groups and furnish supervisory organs
with required information.
The Internal Audit Group has been restructured from being a mere
centralized group into specialized sectors to check and evaluate
the performance of all the SFD groups. |

evaluating the performance of the Small Enterprise Development
Organization activities, |
|

Verifying that amounts
of loans provided to beneficiaries come in harmony with the
approved standards, |

parties. |

Public Projects and
Human Development Group Internal Audit Sector: |

Main Functions: |
|
|

Supervising and
evaluating the performance of the Public Projects and Human
Development Group and checking that the bidding of contracts comes
in line with the World Bank standards and that the group supported
projects conform with the SFD strategic plans, |
|
|
|
* |
Monitoring the
effectiveness of implementing those plans throughout Egypt’s
governorates.
Ten new internal audit units distributed among the main regional
offices have been established for ensuring control, performance
evaluation, and flow of information about any problems and
shortcomings that may arise and suggesting quick and decisive
solutions. |

to emphasize that administrative and financial procedures applied

updating Rules and Regulations governing their work, and upgrading
the managerial skills of their staff in order to improve the
quality of labor employment services |

Providing labor market data and developing policies aiming at
realizing equilibrium in labor force. |
|
|
|
* |
Equipping training centers
inside ministries and governmental authorities with a view to
designing programs qualifying for skill standards. |
|
|
|
* |
Implementing training programs that correspond to labor market
needs and qualify the unemployed to be recruited in companies in
need of trained labor |

Public Projects
and Development Units Sector |
|
|
A. |
Public
Works Department: |
|
|
|
Main Functions: |
|

Implementing infrastructure,
sanitary drainage, road paving and environmentally sound projects,
extending potable water networks, and refurbishing public
buildings in deprived areas. |

|
|

Establishing small contractor clusters for fresh
graduates to train them on carrying out SFD funded public works
projects according to the labor-intensive method. |
|
|
|
* |
Building
the technical capacities of the different agencies responsible for
execution and monitoring. |
|
|
B. |
Community
Development Department: |
|
|

Main Functions: |
|
|

* |
Providing micro-credits for poor communities to encourage
low-income people on performing income-generating activities. |
|
|
|
* |
Giving
technical and managerial assistance to NGO’s and establishing a
data base for these NGO’s for smoother cooperation and exchange of
expertise. |

* |
Managing available funds and selecting sponsoring/executing
agencies eligible for implementing community development projects. |
|
|
|
* |
Taking
part in the State’s basic educational programs mainly, illiteracy
eradication, the community and the one-class schools. |

C. |
Environment
Department: |
|
|
|
Main Functions: |
|
|
|
* |
Integrating the environmental dimension into SFD activities in a
manner that fits the Environmental Acts and giving technical
assistance to partner governmental and non-governmental
organizations. |

|
* |
Adopting environmental protection projects that create new jobs |
|
|
|
* |
Coordinating among the State Ministry for Environmental Affairs,
the Environmental Affairs Agency, and research centers, as well as
other authorities working in environment protection. |

D. |

Implementing
projects serving population issues like the family planning
project in coordination with the Ministry of Health and Population
and community development associations. |

Holding awareness workshops on reproductive health, family

Improvements in Living Standards Sector: |

Gender Department: |
|
|

Main Functions: |
|

Sensitizing
the staff of SFD and partner agencies to the significance of
gender issues and concerns to ensure a more effective gender
mainstreaming into SFD operations. |

Organizing
training programs, adopting policies and tools aiming at effecting
gender concepts and frameworks, and employing liaison officers
form SFD staff to cover all the Fund’s groups, departments, and
sectors. |

Department of
Improvement in Standards of Living:
|
|
|
|
Main Functions: |

Organizing specialized training courses to introduce approaches
ensuring a better living standard for the target populations. |

Sensitizing local communities to poverty and its different
elements. |

|

Collaborating with world development organizations concerned with
combating poverty to assess and replicate successful experiences. |

Small Enterprise
Development Organization |
|
|
|
SEDO aims at providing
every possible assistance to small and medium enterprises SMEs and
consequently, SFD allocates about 50% of its resources for that
purpose. The Organization develops various funding mechanisms and
upgraded technical support systems. |

Designing and implementing small enterprise development sector
programs and providing technical support.
|

Proposing legal, organizational, economic, and financial
measures required for developing these enterprises. |

enterprises in conjunction with the Marketing and Management
Group. |

* |
Providing various credit packages, developing funding
mechanisms, and expanding the specialized windows for lending. |

guarantees, monitoring and developing credit performance, and
proposing policies for settling default cases. |

Assessing loan portfolio and tripartite contracts. |
|

sponsor non-traditional enterprises and creative ideas. |

and Public Relations Group |
|

International Cooperation Sector: |
|
|
|

Concluding
agreements with donor countries and ensuring an effective
implementation of international cooperation projects |
|
|
|
* |
- Coordinating
technical and economic cooperation with bilateral and multilateral
partner organizations and promoting SFD model among countries
willing to follow suit |
|
|
|
* |
Maximizing
fund raising efforts, identifying existing and prospective donors,
initiating negotiations with local and international counterparts
to analyze their feedback and give pertinent recommendations, and
establishing linkages and partnerships with international
organizations involved in small enterprise development. |
|
|
|
* |
- Cooperating
with ministries and governmental institutions and participating in
the meetings that the Government of Egypt holds with donor
governments, the People’s Assembly and Shoura Council to monitor
agreements pending ratification. |
|
|
|
* |
- Building
partnerships with international organizations working in small
enterprise development in collaboration with SEDO. |
|
|
|
* |
Finalizing potential agreements, giving effect to
the approved ones, and monitoring the execution of projects
financed by different donors in conjunction with the SFD concerned
departments. |
|
|
|
* |
- Establishing
a data bank for donors including details on donor commitments and
disbursement schedules to keep track on the amounts of funds
received and disbursed and elaborate work progress reports as
required by donors. |
|
|
|
|
 |
|
|
|
|
Media and Public Relations Sector: |
|
|
|
* |
- Developing
and implementing the SFD Media Plan. |
|
|
|
* |
- Producing
SFD documentary films that address different mass media, editing
and distributing the Fund’s promotional material, documents,
periodical newsletters and annual reports, and organizing on-going
TV programs reflecting the real role SFD plays in development. |
|
|
|
* |
- Providing
regular information for MPs to keep them updated with the Fund’s
activities and achievements. |
|
|
|
* |
- Organizing
seminars, conferences, and exhibitions that SFD sponsors or
participates in as well as regular reception parties and press
conferences it holds, together with designing all brochures,
pamphlets, booklets, and publications. |
|
|
|
* |
- Updating
the SFD web site in collaboration with the Information Technology
Department. |
|
|
|
* |
- Editing
and translating newsletters, reports, and media material and any
other texts or documents when necessary. |
|
|
|
* |
- Publishing
a list of current contents about scientific magazines and
periodicals and distributing them among the General Secretariat
and the regional offices, preparing another current awareness list
for specialized researchers, and updating the staff with the
library’s new acquisition list. |
|
|
|
* |
- Receiving
defaulters and examining their cases for submittal to the SFD Loan
Performance Development and Monitoring Committee, and the
concerned regional office to be reconciled and solved. |
